When speaking to a designer, a fair question is simply whether they hold BALI membership and what that membership has required of them.

This is straightforward nutrient competition, a well-understood ecological principle rather than anything unusual to pond design specifically. Give algae less to feed on than a planted competitor is taking up, and algae struggles to establish at any real scale. Get the balance wrong, too little planting for the volume of water and the nutrient load reaching it, and algae will find the gap regardless of good intentions elsewhere in the design.
